PCS On the Card

DoD continues to expand its use of the GTCC for PCS across the Army, Air Force, Marines, and select Defense Agencies, who all have mandates for existing cardholders to use their GTCC for PCS travel.

DoD benefits of using the GTCC for PCS expenses include:

  • Reduction of cash advances
  • Reduction of DFAS service fees associated with CBAs
  • Improved audibility, control and oversight using existing card transaction reporting

Increased card spend leads to increased rebate dollars to Components

DoD Cardholder benefits of using the GTCC for PCS expenses include:

  • Eliminates need to use personal funds or carry cash
  • Extended payment terms on the GTCC while in PCS status - up to 120 days
  • Alleviates uncertainty for unanticipated expenses
  • APCs can give temporary credit increases
  • Online access to cardholder's account using CitiManager.com and CitiManager Mobile

PCS Goes Viral:

Effective January 1, 2016, the US Marine Corps requires uniformed personnel executing a Permanent Change of Station (PCS) move, to use a Government Travel Charge Card (GTCC) in lieu of a travel advance and for all PCS related travel expenses to include temporary lodging expense, dislocation allowance, and transportation of the Marine and dependents. This change eliminates the burdensome workload and expense associated with 11K+ travel advances resulting in potential savings of $30K+ annually. Significant workflow efficiencies are due in-part to a new file-based process between Citi and the Marine Corps that leverages the USMC PCS automated interview conducted via Marine On-Line (MOL). Marine travelers in receipt of PCS orders will complete the MOL outbound interview that records travel-related data, e.g. mode of travel, number of family members, expected dates of travel, and estimated cost of trip. This data is electronically transmitted to Citi which automatically opens additional merchant category codes enabling card use at a wider range of retailers. In order to effectively communicate this new policy the Marine Corps has created an informational video on YouTube that outlines the interview process and proper use of the card. Click here to view.
