US Marine Corps mandates use of GTCC during a PCS move

Effective January 1, 2016, the US Marine Corps is scheduled to require that uniformed personnel executing a Permanent Change of Station (PCS) move must use a Government Travel Charge Card (GTCC) in lieu of a travel advance. The change in policy for the Marine Corps is expected to enable a significant cost savings by eliminating more than 11,000 travel advances. It is expected to provide an annual savings in excess of $30,000,000 and reduce current workloads of travelers, administrators, and financial personnel by 34,000 work-hours. This will be achieved by implementing an automated file-based process between Citi and the Marine Corps that will leverage an interview conducted via Marine On-Line (MOL). Marine travelers in receipt of PCS orders will complete an outbound interview via MOL that collects data related to mode of travel, number of family members, and expected dates of travel and estimated cost of trip. The daily PCS file will be transmitted to Citi for processing prior to travel commencing. During travel the card will be used for all PCS related travel expenses to include temporary lodging expense, dislocation allowance, and transportation of the Marine and dependents.

In order to effectively communicate this new policy the Marine Corps has created informational videos that outline the interview process and proper use of the card. These videos will be available on YouTube in early December 2015.
