In terms of its key findings, the FCA identified good practice and areas for improvement in the following: • Governance and senior management oversight; • Risk management frameworks; • Resourcing, capability and scalability; • Systems, controls and management information (MI); • Financial resilience; and • Consumer and market outcomes. The FCA says that it encourages firms experiencing growth to reflect on these findings and assess whether their own arrangements remain appropriate for their size, scale and complexity. Where gaps are identified, the FCA says that firms should address them in a timely and proportionate way. Finally, the FCA says that it will consider how data-led approaches can support earlier identification of emerging risks and more targeted supervisory interventions, where appropriate. Mr Smith says that the change supports better, faster compliance decisions and is part of the FCA’s work to be a smarter regulator by making our rules easier to access and use. In addition to making regulation easier for firms and giving them flexibility to choose what works for their businesses, Mr Smith says that opening up the FCA Handbook data creates various ways for firms to reduce manual processes and manage regulatory change. He highlights the following real-word benefits: • Real-time rule mapping : The data from the API may help firms map rules to products, activities and customer journeys, making changes easier to assess; • Keeping track of rule changes : Having access to current and future versions of Handbook content may help firms to track, compare and flag rule updates so that they can respondmore quickly; • Better RegTech products : Give providers authoritative Handbook data to build more efficient and consistent compliance tools; and • Supporting artificial intelligence (AI) solutions : Provide trusted, up-to-date data to support more useful, accurate and transparent AI tools. Mr Smith says that technology won’t solve every compliance challenge on its own. But making it easier to use regulatory information can make a big difference. He adds that, crucially, it means firms can spend more time on delivering good outcomes for consumers and markets, supporting innovation and driving growth.
